Janet has been edgy in her shows with her S&M routines so I really think they wanted to create a moment but later on they had to pretend it was a mistake because Janet's career was suffering.
Just like they planned to put pearls on a thong, they probably thought about whether to show a nipple or not. The problem was probably that the light stayed on too long. Do I think Timberlake tried to convince her to do it after Madonna & Britney? Definitely but an artist like Janet, with so much experience, also wanted to create that moment.

Justin insisted on the stunt to begin with, barely rehearsed, and on top of that, flew in late/drunk from partying. Her top was supposed to be removed at the end of his lyric which was timed for when the lights when out so there would only be a silhouette. He removed it too early and there was a last-minute costume change.
